The state has made a provision of ₹20 crore to secure foundation of the dedicated university. The Additional Chief Secretary of the state had elaborated that the establishment of this new centre would be conducted under the able guidance of the Dr APJ Abdul Kalam Techincal University, Lucknow. He further hinted at a technical compliance with the Israel and Gujarat Forensic University, the talks of which are still in motion.

The aim of this university is to train individuals in order to create a pool of forensic experts that will be then appointed as a part of the police force and other related public sector organisations, improving and modifying their scientific temper at handling cases and issues. This will be major step towards the modification of the approach of the various police departments in Lucknow as well as other districts in Uttar Pradesh. The establishment of this university in Lucknow had been in the pipeline for a year when the state administration first announced the need to develop an institute in the Capital for the modernisation of the police force.

The University will have 10 different departments that will open up 496 posts, including 14 professors, 12 associate professors and 42 assistant professors. Pivotal posts of Vice-Chancellor, registrar and finance officer have also been created in addition to departmental posts.
